Chinese premier warns against so-called ‘de-risking’

TIANJIN – Chinese Premier Li Qiang on Tuesday warned against overstretching the concept of the so-called "de-risking," or turning it into a political or ideological tool.

He made the statement while delivering a keynote speech at the opening of the 14th Annual Meeting of the New Champions, also known as the Summer Davos, in the northern Chinese city of Tianjin.

Li called on the international community to firmly oppose the politicization of economic and trade issues and jointly maintain the stability and unimpeded flow of global industrial and supply chains, so that the fruits of economic globalization can benefit different countries and people in a more equitable manner.

As a community with a shared future, we must cherish the gains of cooperation, embrace the concept of win-win cooperation, and work together to tackle these global challenges and promote human progress.

Having gone through the twists and turns of economic globalization, all countries should cherish openness and cooperation more, said the Chinese Premier.

Participants from business, government, international organizations and academia gathered in Tianjin for the event themed "Entrepreneurship: The Driving Force of the Global Economy”.

Solidarity, cooperation

Stressing solidarity and cooperation, Premier Li said, "Having experienced the shocks of global crises, we should all the more cherish solidarity and cooperation.”

Over the past three years, all countries have fought hard against the COVID-19 pandemic, which demonstrated the powerful strength of humanity pulling together and looking out for each other in hard times, he said.

In the face of a major crisis, no country can stay unscathed or solve the problems single-handedly, Li said, adding that humanity is also confronted with global challenges such as climate change, debt risks, slowing growth, and wealth gaps.

"As a community with a shared future, we must cherish the gains of cooperation, embrace the concept of win-win cooperation, and work together to tackle these global challenges and promote human progress.”

Cherish peace, stability 

Premier Li said peace and stability should be cherished more in the wake of experiencing anxiety caused by conflicts and instability.

Various kinds of containment, repression, and even local wars and regional conflicts in recent years have not only brought huge disasters to people in relevant regions but also caused great damage to world development, Li noted.

He urged solid efforts to firmly uphold fairness and justice, work hard to solve the security dilemma, and jointly safeguard a peaceful and stable development environment.

Chinese economy

Regarding the Chinese economy, Premier Li said in his keynote that China is expected to achieve this year's economic growth target of around 5 percent, with the growth in the second quarter to surpass that in the first quarter.

He said China stands ready to unswervingly uphold the market economy and support free trade to steer the world economy toward a more inclusive, resilient and sustainable future.

Li stressed that China has full confidence and the capability to achieve steady and sustained high-quality development of its economy in a long time to come.

World economic recovery, growth

In the longer term, China will continue to provide strong dynamism to the world's economic recovery and growth, said Li.

China is still the world's largest developing country, with a population of over 1.4 billion, he said.

"Our development remains unbalanced and inadequate. Yet such a situation is also where China's development potential and space lie.”

China is acting on the new development philosophy, fostering a new development paradigm at a faster pace, and working hard to achieve high-quality development, the premier added.
